Melbourne Water has been supporting development with drainage schemes for decades, but have they evolved effectively alongside the industry knowledge base, technology, innovation, and overall need?
Stormwater Victoria and ALDE are teaming up to bring our members an evening of productive discussion on how we can work together to improve drainage schemes including the planning and delivery of integrated water management. The session is intended to be interactive, whereby you, our valued members will share experiences and test ideas around existing implementation frameworks (such as DSS’s, PSP’s and DCP’s), their current effectiveness and potential future role in supporting the delivery of IWM outcomes.
Featuring a panel of industry experts in engineering, planning, law and economics, we will discuss the most pressing challenges of implementing IWM strategies in the modern development context. We will collectively brainstorm how we can work together to influence and improve existing regulatory processes and better support the delivery of Victoria’s Housing Statement: The Decade Ahead 2024-2034.

Aaron Dowling
Associate Engineer, e2designlab
Aaron is a Civil Engineer with 14 years’ experience in integrated water management, strategy development and WSUD design gathered during his career spanning across the public and private sector. He is passionate about the design and implementation of innovative water servicing solutions that deliver high value community outcomes while protecting and enhancing the natural environment.
His strong technical and strategic capabilities have been developed from broad exposure to development industry standards and practices, including the creation, review and delivery of Melbourne Water Development Services Schemes (DSS’s). Through this, he has gained a strong appreciation of the challenges and complexity of drainage system design, implementation and opportunities to incorporate integrated outcomes within the Scheme framework. He has developed tools, authored guidelines and manuals and delivered training to support industry in designing and delivering WSUD and IWM solutions. Leveraging these qualities, he has also led the delivery of numerous major IWM Plans and WSUD masterplans across Victoria, incorporating adaptive IWM pathway planning approaches.
Kate Matthews
Principal Partner, Tract Consulting
Kate is a Principal Planner at Tract Consultants with over 15 years of experience in statutory and strategic planning in government and consultant roles, largely focused on greenfields and major infrastructure planning. This experience has provided her with a strong practical understanding of working across and with technical disciplines, particularly engineering.
Kate has a specific interest in planning for Water Sensitive Urban Design (WSUD) and Integrated Water Cycle Management (IWCM) through her exposure to stormwater management policy, modelling and asset design through her previous roles at Melbourne Water and Cardno. She currently delivers training on the planning scheme requirements for stormwater quality through Clearwater and PLANET (Planning Institute of Australia).
Jeremy Cheeseman
Director, Marsden Jacob Associates
Jeremy is a Director at Marsden Jacob Associates. He is an experienced environmental and resource economist, specialising in water and the environment, and in urban and rural water infrastructure funding and financing.
Jeremy works with governments, water businesses and Councils across Australia stormwater advising on infrastructure financing and funding mechanisms, and governance reforms to support financing and funding of stormwater investments that support communities and the environment. Among other things he:
- Was a member of the Victorian Stormwater Ministerial Advisory Committee in 2018 that led to amendments to planning and development controls for improving stormwater management, strengthened the links between water management and urban planning, and supported the development of funding and financing mechanisms for stormwater in Victoria.
- Led the development of the Victorian approach to urban stormwater offsets, which has now been rolled out across around 12 Victorian Councils, and the Victorian water quality offsets framework for regulated water businesses.
- Works with regulated water businesses across Victoria, NSW, Tasmania and South Australia to gain funding for discretionary stormwater investments through their customer facing price submissions.
- Has advised Victorian, South Australian, and Queensland State Governments on governance and regulatory reforms that could support improved stormwater investment outcomes and funding, as part of integrated water planning.
John Cicero
Partner, Best Hoop Lawyers
John joined Best Hooper in 1993, bringing to the firm expertise and experience acquired in a legal career which commenced in 1976.
John appears regularly as an advocate in all planning jurisdictions and has particular expertise in the areas of major projects, greenfields and brownfields sites, local government, environmental, property development and liquor licensing. He advises on projects of all scales across Victoria.
He is a fellow of VPELA, a former President of the Urban Development Institute of Australia (UDIA) and has been recognised in Doyle’s Guide (from 2016 – 2024) as one of only a small handful of “preeminent” lawyers in the planning and environment. In 2024 he was recognised as the Best Lawyer in Australia for Land Use and Zoning Law by Best Lawyers.

The Cape Wonthaggi – Winner of the Premier’s Sustainability Awards 2021, the Cape development integrates stormwater infrastructure into its design to promote amenity. The Cape’s mission is environmental sustainability, and the stormwater infrastructure is a key component of achieving its sustainability goals. The tour will visit the development’s stormwater infrastructure and learn about how it is functioning.
Western Port Seagrass Partnership mangrove plantings – The Western Port Seagrass Partnership is a not-for-profit organisation that acts as advocates and champions for Western Port by promoting positive partnership actions across agencies, councils, businesses, private property holders, and the regional community. The partnership has been undertaking sea grass and mangrove planting for more than 10 years with the goal of better understanding how to protect the unique ecosystem of Western Port. The exact stop for the tour is still being finalised. Recent mangrove plantings have occurred in Western Port near Grantville and Lang Lang South.
Bass Coast Shire Council manages drainage and stormwater around San Remo. Stormwater locations of interest to be included in the technical tour are currently being finalised with Council.

The Conference Organising Committee invite you to join us at the 2024 Stormwater Victoria Conference, with the theme of 'Advocacy, Adaptation and Action'. The conference will be held at the Silverwater Resort, San Remo on Tuesday, 4 and Wednesday, 5 June 2024, with an optional Workshop Day planned for Monday, 3 June and optional Technical Tour planned for Thursday, 6 June 2024.
Stormwater Victoria recognises the need to continue growing and developing leadership within the stormwater and water industry to drive positive changes towards sustainable water management now and for the future. We have big challenges ahead of us and are optimistic that together we can achieve sustainable forms of water management.
DEECA’s Regulatory Priorities 21-22, states that Victoria’s natural environment is a “dynamic system, constantly undergoing and responding to change in the short and longer-term”.
Population growth, the corresponding increase in human activities, and climate change continue to be the driving factors for environmental pressures. This is particularly relevant with the Bureau of Meteorology having just declared that both an El Nino event and a positive Indian Ocean Dipole are active, increasing the severity of rainfall deficiencies, fire danger and extreme temperatures. This follows hot on the heels of some of the worst flooding in the state’s history.
By working collaboratively, advocating for resilience, and adapting to change we can ensure that communities can better prepare for and respond to the complex challenges posed by climate change and urban development. This will allow us to safeguard both the environment and public health.

This course is designed for practitioners who are involved in the planning, design and/or approval of drainage and Water Sensitive Urban Design (WSUD) projects and covers the basic principles of WSUD.
Experienced engineers use them as a refresher, graduate engineers attend to understand the drainage basics, and often people from other backgrounds (landscape architects, environmental scientists, managers and planners) attend to further their understanding of drainage, WSUD design and the RORB software.

Stormy Water Solutions was founded in 2003 by Valerie Mag after 12 years with the Melbourne Water Corporation and 3 years with Ecological Engineering Pty Ltd. As a recognised leader in her field, Valerie has successfully run the Stormy Water Solutions for 20-years.
In 2016, after 2-years at the Melbourne Water Corporation, Valerie’s son Michael joined the company. Today, Michael is the technical expert within Stormy Water Solutions. He is an accomplished flood hydrologic and hydraulic modeller who ensures robust and transparent engineering solutions.
Together, the Stormy Water Solutions team have extensive knowledge in hydrological and environmental engineering services and use this to help the public and private sectors with their stormwater needs.

These Guidelines, produced by Stormwater NSW, have become the industry standard and reference document for the maintenance of stormwater assets across the country. Dale is an expert in the modelling and design of water sensitive urban design systems. His experience is extensive across both the development and application of practical applied models for stormwater and waterway management.
Dale is an experienced communicator and has been training the Victorian stormwater industry in the use of MUSIC for many years, combining his enthusiasm for the principles of WSUD with a pragmatic user perspective.
Dale applies his expertise in water sensitive urban design (WSUD) and integrated water management to deliver innovative solutions for managing urban water.
These range from stormwater reuse for households to integrated designs for simultaneous mitigation of flooding, management of hydrology for environmental protection, stormwater treatment and stormwater reuse to improve landscape and recreational amenity.

Join fellow stormies on a tour of the Keeley Park High Flow Bioretention System and GPTs in Clayton South, hosted by Alan West, Principal Environment Officer from the City of Kingston, and experienced designers from Ocean Protect.
This unique project involved the installation of a high-flow (Filterra®) bioretention system during 2022 and was landscaped in 2023. This system treats stormwater runoff from a 28-hectare catchment and is understood to be the first of its kind in Australia to use a high-flow system for stormwater harvesting and reuse (to irrigate sports fields).
Council originally installed a (170 m2) traditional bioretention system in 2016 to act as a combined retarding basin, however, it didn’t perform as intended. The preferred solution involved constructing a smaller (51m2) Filterra® System in combination with a separate flood storage basin.

Description:
Join fellow colleagues on a tour of Moonee Ponds Creek in Oak Park, Strathmore to see the remarkable transformation of a 360m concrete-lined section of the Creek, which is now more than 50 % complete.
The project involved:
- removing concrete walls along both sides of the creek and replacing these with rockwork
- covering the concrete base of the channel with rockwork to create a meandering creek, to slow down flows and give it a more ‘natural’ look and feel
- planting 43,000 native trees and shrubs
- creating new shared paths and a new bridge
- constructing a pond and terracing near Oak Park Reserve.
Rachel Lopes, the Chain of Ponds Collaboration Project Lead will be accompanied by Neil Featonby from Melbourne Water and Frank Kinnersley from the Friends of Moonee Ponds Creek / Moonee Bicycle Users Group. Visitors will learn how the project had come about, the co-design involved, and the challenges of giving the creek a more natural look and feel.

Neil Featonby developed and leads the Reimagining Your Creek program for Melbourne Water, which has recently won several awards for excellence in infrastructure and landscape architecture. Neil is a marine biologist who specialised in shark research, but now spends his time transforming underground drains and concrete channels into urban waterways and parks. He’s passionate about using urban design concepts and principles to connect people to water in highly urbanised areas, and tailor unique experiences with nature that improve mental and physical health. |

Frank KinnersleyMoonee Ponds Creek Frank is a retired mechanical engineer, Friend of Moonee Ponds Creek and recognised by cycling organisations across the country and state for his contribution to cycling. He has been instrumental in achieving better outcomes for cyclists and has actively contributed to the Reimagining Moonee Ponds Creek project, making several suggestions and improvements to the path design. |

Presentation: Orange Stormwater to Potable: Building Urban Water Supply Diversity
Martin is a Principal Environmental Engineer at Premise and is based in Orange, NSW. With more than three decades of experience in consulting, he has collaborated with a wide range of private sector and government clients to develop and implement innovative solutions. Martin worked with Orange City Council to develop the first large scale stormwater harvesting scheme in Australia which intentionally harvests stormwater for addition to drinking water supplies. He remains involved with the ongoing operation and monitoring of the scheme and has developed a significant working knowledge of the issues associated with stormwater harvesting relating to risk management, water quality management and hydrological impacts. |

The Victorian Urban Drainage Manual (VUDM) is a much anticipated Stormwater Victoria initiative aimed at consolidating the industry’s knowledge, guidelines and standards on drainage design in to a single “How to” guide in an effort to provide some much needed clarity and support to stormwater professionals in Victoria. This will be an all-encompassing document allowing surface water professionals to follow a step by step drainage design regardless of project size, anywhere in Victoria. It will provide users the relevant drainage requirements including calculating hydrographs, designing conveyance and detention infrastructure and all things WSUD.
We are now well underway with the Framework development but we need your help.
Come along and have your say, ask your questions, provide your expert input and be part of the birth of the first state wide manual in drainage.

The Legislative Council Environment and Planning Committee will investigate Victoria’s preparedness for, and response to Victoria’s major flooding event of October 2022. The Committee are seeking submissions, and have invited Stormwater Victoria to express their views via a submission. As part of Stormwater Victoria’s core role in policy and advocacy, the Association we will be making a submission on behalf of our membership and we are seeking input from our members in developing our submission.
The inquiry will look into the flood event as a whole and the areas affected, and consider factors such as what caused or contributed to the Flood Event; emergency services; government policy; flood mitigation strategies; the Flemington Racecourse flood wall; and the Victoria planning framework.
Key aspects we are invited to comment on include the implementation and effectiveness of the 2016 Victorian Floodplain Management Strategy in relation to the flood event, and the implications for future planning decisions, including how the Victorian planning framework can ensure climate mitigation is considered in future planning decisions. Stormwater Victoria Guidelines for Maintenance of Stormwater Treatment Measures
Stormwater quality improvement measures are an essential component of our stormwater infrastructure to protect environmental, recreational and economic values of our waterways. The Guidelines will assist Asset Managers to plan, tender and implement routine maintenance for stormwater treatment measures. It will also provide guidance to Cleaning Contractors on how to maintain each type of stormwater treatment measure. Concise explanations of maintenance tasks for each stormwater measure are provided.
The manual can be purchased as a standalone document or can be purchased in conjunction with the full-day training workshops. The next training workshop will be held on Wednesday 27 April, 2022.
Workshop Overview

The Victorian Government has released the draft Central and Gippsland Region Sustainable Water Strategy for consultation. This 10 year strategy outlines a series of directions for how we will meet the water supply shortfall in the future, while ensuring that our communities and environment are liveable and resilient.
400GL per annum generated by stormwater from urban areas throughout Victoria, should be seen as a key contributor to water security and we’ll be advocating for stronger commitments to realise this change in the next 10 years.

Urbanisation generates a change in land use, as natural landscapes are gradually replaced with impermeable built environment. In Victoria, pavements contribute approximately up to 70% of the impermeable surfaces in urban catchments. The impermeable surfaces impact the hydrological conditions of urban catchments, creating implications for stormwater management. This shift from “naturally-permeable” to “impervious” surfaces results in an increase in the surface run-off during rainfalls, resulting in an increase in flash flooding.
Permeable pavements are among potential solutions to reduce the amount of surface run-off and the risk of flash floods; however, the main barriers in their uptake is their perceived lack of capacity to perform under traffic loads, rate of infiltration, and perceived reduction in permeability over time caused by clogging. This presentation reports on development of a new “waste tyre permeable pavement” developed at The University of Melbourne. The hydro-mechanical performance of a large-scale trial site constructed using different design formulations in the City of Mitcham, South Australia is reported here reflecting on measurements obtained using different set of instrumentation. Some new examples of recent trials in Victoria will also be presented.
This presentation will go through design principles, construction process, mechanical and storm-water management monitoring regime, monitoring results and lessons learnt from this trial.

How do we inform planners, stormwater designers and engineers, waterway managers, and decision makers to ensure urban development doesn’t negatively impact waterways?
We need to formalise our approaches because we know that excess stormwater runoff leads to the urban stream syndrome, a worldwide phenomenon that degrades the physical, ecological and social values of waterways.
In addition, wastewater treatment plants can significantly increase discharge to waterways. To address this increase in flow volume, and altered flow pattern, requires evaluation and amelioration of streamflow impacts. Drawing upon non-urban analogues the development of the Urban Streamflow Impact Assessment (USIA) was led by Streamology with CTEnvironmental, Melbourne University and Sydney Water.
USIA enables explicit links to be made between stormwater runoff characteristics and waterway values (social, ecological and geomorphic), through streamflow metrics. USIA has been predominantly applied in the rapidly urbanising western Sydney to inform future development scenarios, including ‘business-as-usual’ relative to ambitious Water Sensitive Urban Design (WSUD), and includes outputs such as stormwater targets and risk matrices.
USIA can be applied across urbanising and urban catchments to provide explicit input to controls that inform urban planning and drainage design, i.e. what flows to keep out of the waterway. Most recently, the USIA method won the ‘research and innovation’ award with both Stormwater Victoria and Stormwater NSW, and was the runner up at the Stormwater Australia awards.

The 2021 Conference theme is: New Frontiers for Stormwater – Into The Next Decade.
We face profound challenges to manage our co-dependent urban and rural areas into the next decade. Population growth and climate change is driving rapid changes to the natural and human environment including declining waterway health and increasing flood risks. These challenges involve behaviours, policy settings and society expectations in linked economic, social and environmental systems. A systems approach is needed to transform our science, governance, practice, policy and culture to resolve these continually evolving problems and understand the trade-offs. How can we explain these complex challenges to our colleagues and instigate change within society?
Does increased urban density provide sustainable outcomes or result in declining liveability? Our knowledge, experience and culture are also rapidly evolving into the next decade. Perhaps these evolving opportunities will meet to challenges of the next decade and transform our urban and rural areas. How will this happen? The evolution of systems thinking, recognition of circular economies and the connectivity of scales, increased diversity, better connected networks of people, digital twins and legacy knowledge from our first peoples are the new frontiers. This might influence local actions to deliver global benefits to people and ecosystems.
As with previous years, we will be holding our National Excellence Awards at the Conference Dinner, and will be rounding the event program with a number of social and networking events.

It is well accepted that warmer temperatures lead to greater moisture holding capacity for the atmosphere, resulting in bigger downpours, creating larger design precipitation intensities and possibly less secure flood infrastructure especially in urban areas. What is less appreciated is the importance pre-storm conditions have on urban stormwater infrastructure, especially in locations that contain significant water bodies. This presentation uses four urban case studies from the United States, Australia and Thailand to illustrate the differing impacts of warming on urban flood security. Each of these locations pose unique modelling challenges, given the near-continuous change urban stormwater networks undergo. It is shown that in spite of this change, there is clear evidence that urban flood security is compromised as a result of rise in temperature, a trend that will only worsen as time goes on.

The showcase is capped off with a presentation by Prof. Chris Zevenbergen on Flood Resilience of Urban Systems in The Netherlands. He discusses innovative concepts used to mitigate urban flood and methods to flood-proof building designs that have been trialled in The Netherlands.
Many countries are currently revisiting their flood (disaster) risk management strategy. There is a shift in focus from reacting to and preparing for singular, extreme events to (also) anticipating trends in these type of events. This long-term focus is inherently coupled with large uncertainties about how physical (climate change) and economic conditions will change, what research and innovation will bring, how societal preferences will develop etc. Moreover, long lead times of flood protection infrastructure and city transformations are prompting governments to take a long-term horizon. Governments are increasingly aware of these implications to be relevant for decisions they make today.

Chris Zevenbergen is professor at the Water Engineering Department of IHE Delft and at the TuDelft, The Netherlands. He is a visiting professor at the Southeast University (SEU) and at the North China University of Water Resources and Electric Power (NCWU), China. He has published/edited five books and more than 150 scientific publications in the field of environmental engineering and urban flood management. Currently, he is Head of the Flood Resilience Chair Group (FRG) of IHE Delft. He participates/has participated in various national and international advisory boards of governmental and scientific institutions and programs related to climate adaptation, resilience and urban planning (such as IPCC EM Infra, Rotterdam Climate Proof, Environmental Science Group Wageningen, iBuild, DLR Future Mega Cities, EPSRC, the Dutch Knowledge for Climate Program).

The EPA recently released the Draft ‘Urban Stormwater Management Guidance’ for industry feedback. The draft guidance includes new performance objectives for stormwater flows and presents a significant shift for how we work together to manage stormwater and protect our waterways. As part of Stormwater Victoria’s core role in policy and advocacy, we will be making a submission on behalf of our membership and we want to hear from you! Submissions are due on 16 December. We would like to invite you to a Member Event to be held on Tuesday, 24th November at 10.30 am. The purpose of this short, informal meeting is to discuss the guidance document so that we can get feedback from our members to and help to inform the Stormwater Victoria our submission.

This is the city's comprehensive plan for creating new guiding policies and urban design for the Central City and the Willamette Riverfront area. In the second week, Dusty Gedge brings to Victoria the lessons learnt on promoting Green Roofs around Europe. He speaks on the successes he’s experienced in the adoption of green roofs, and discusses the challenges the continent faces in the future. Dusty is the current President of the European Federation of Green Roof Associations (EFB) and Founder of Livingroofs.org. Dusty is a recognised authority, designer, consultant and public speaker on green roofs. He has worked on GI (Green Infrastructure) Projects in the UK for the last 17 years.
Green Roof policy approaches vary across Europe depending on the planning system. Take London as a starting point this presentation will provide an overview of how selective cities across the continent take forward the delivery of green roofs. The talk will also cover design approaches to biodiversity biosolar (solar green roofs) and how creation of wetland green roofs have potential for storing rainwater.

Dusty Gedge, European Federation of Green Roof Associations
Dusty is a green infrastructure consultant working in London, UK and Europe. He is the current President of the European Federation of Green Roof Associations (EFB) and founder of Livingroofs.org.
Though he has a particular interest in biodiversity and urban nature, his work in the built environment is focused on climate resilience and the promotion of greener cities through multifunctional green infrastructure. He has recently been an external advisor to the Greening Riyadh, Saudi Arabia 2030 project.
A recognised designer, technical and policy advisor on green roofs and urban green infrastructure., has worked on GI Projects in the UK for the last 20 years. Some of these are recognised as seminal projects, especially in London through his consultancy Qirm the Green Infrastructure Consultancy [GIC]. He is currently working on a number of design projects to deliver wetland green roofs and is part of the team working on Blue roof guidance for CIRIA.
He also co-wrote the online small-scale green roof guide, with John Little www.greenrooftraining.com
He has also a published author and has been instrumental in writing strategic reports on green roofs and green infrastructure, the most recent of which is the new London green roof report.
Dusty has also been a TV presenter and is a recognised speaker at conferences and events around the world.

Join Leigh Holmes from Spiire Consulting and Clearwater for an online live site visit to the Melbourne Airport Integrated Water Management (IWM) project in Essendon. This large scale treatment and recycling scheme has been operating since 2016. The project boasts a treated stormwater reuse capacity of over 130 megalitres per year for use at Melbourne Airport and surrounds. Leigh will present on the evolution of the project, the lessons learnt and demonstrate monitoring technology and site features on location.
