Moonee Ponds Creek Site Tour

Description:
Join fellow colleagues on a tour of Moonee Ponds Creek in Oak Park, Strathmore to see the remarkable transformation of a 360m concrete-lined section of the Creek, which is now more than 50 % complete.
The project involved:
- removing concrete walls along both sides of the creek and replacing these with rockwork
- covering the concrete base of the channel with rockwork to create a meandering creek, to slow down flows and give it a more ‘natural’ look and feel
- planting 43,000 native trees and shrubs
- creating new shared paths and a new bridge
- constructing a pond and terracing near Oak Park Reserve.
Rachel Lopes, the Chain of Ponds Collaboration Project Lead will be accompanied by Neil Featonby from Melbourne Water and Frank Kinnersley from the Friends of Moonee Ponds Creek / Moonee Bicycle Users Group. Visitors will learn how the project had come about, the co-design involved, and the challenges of giving the creek a more natural look and feel.

Neil Featonby developed and leads the Reimagining Your Creek program for Melbourne Water, which has recently won several awards for excellence in infrastructure and landscape architecture. Neil is a marine biologist who specialised in shark research, but now spends his time transforming underground drains and concrete channels into urban waterways and parks. He’s passionate about using urban design concepts and principles to connect people to water in highly urbanised areas, and tailor unique experiences with nature that improve mental and physical health. |

Presentation: Orange Stormwater to Potable: Building Urban Water Supply Diversity
Martin is a Principal Environmental Engineer at Premise and is based in Orange, NSW. With more than three decades of experience in consulting, he has collaborated with a wide range of private sector and government clients to develop and implement innovative solutions. Martin worked with Orange City Council to develop the first large scale stormwater harvesting scheme in Australia which intentionally harvests stormwater for addition to drinking water supplies. He remains involved with the ongoing operation and monitoring of the scheme and has developed a significant working knowledge of the issues associated with stormwater harvesting relating to risk management, water quality management and hydrological impacts. |

Alan is an Associate Integrated Water engineer with over 14 years’ experience, primarily in the fields of flood risk, hydrology, hydraulics, urban water and waterway management.
His career has spanned a range of geographical locations and environments, including Scotland, Papa New Guinea, North Queensland and Victoria. Alan’s involvement in a diverse range of projects, such as waterway diversion and rehabilitation design, large rural and urban flood studies and urban stormwater management has allowed him to develop a solid and broad understanding of water science and engineering. |

The Victorian Urban Drainage Manual (VUDM) is a much anticipated Stormwater Victoria initiative aimed at consolidating the industry’s knowledge, guidelines and standards on drainage design in to a single “How to” guide in an effort to provide some much needed clarity and support to stormwater professionals in Victoria. This will be an all-encompassing document allowing surface water professionals to follow a step by step drainage design regardless of project size, anywhere in Victoria. It will provide users the relevant drainage requirements including calculating hydrographs, designing conveyance and detention infrastructure and all things WSUD.
We are now well underway with the Framework development but we need your help.
Come along and have your say, ask your questions, provide your expert input and be part of the birth of the first state wide manual in drainage.

The Legislative Council Environment and Planning Committee will investigate Victoria’s preparedness for, and response to Victoria’s major flooding event of October 2022. The Committee are seeking submissions, and have invited Stormwater Victoria to express their views via a submission. As part of Stormwater Victoria’s core role in policy and advocacy, the Association we will be making a submission on behalf of our membership and we are seeking input from our members in developing our submission.
The inquiry will look into the flood event as a whole and the areas affected, and consider factors such as what caused or contributed to the Flood Event; emergency services; government policy; flood mitigation strategies; the Flemington Racecourse flood wall; and the Victoria planning framework.
Key aspects we are invited to comment on include the implementation and effectiveness of the 2016 Victorian Floodplain Management Strategy in relation to the flood event, and the implications for future planning decisions, including how the Victorian planning framework can ensure climate mitigation is considered in future planning decisions. Stormwater Victoria Guidelines for Maintenance of Stormwater Treatment Measures
Stormwater quality improvement measures are an essential component of our stormwater infrastructure to protect environmental, recreational and economic values of our waterways. The Guidelines will assist Asset Managers to plan, tender and implement routine maintenance for stormwater treatment measures. It will also provide guidance to Cleaning Contractors on how to maintain each type of stormwater treatment measure. Concise explanations of maintenance tasks for each stormwater measure are provided.
The manual can be purchased as a standalone document or can be purchased in conjunction with the full-day training workshops. The next training workshop will be held on Wednesday 27 April, 2022.
Workshop Overview
The workshop is aimed at Maintenance Managers and Cleaning Contractors, as well as Council staff involved in the sizing, siting and approval of stormwater treatment measures. This is a new course developed by Stormwater NSW
The workshop focuses on the new O+M Guidelines, produced by Stormwater Victoria, that will become the industry standard and reference document for the Maintenance of Stormwater assets.

- An introduction to the types of treatments, their classifications and purposes
- An introduction to the types of GPTs and their functionality (if you understand how they work, then you’ll understand how this impacts cleaning)
- The reality of monitoring, regular cleaning, and annual/comprehensive cleaning
- Quick coverage of 90% of proprietary devices
- A more detailed focus on the 4 devices that have 90% of the market
- Cleaning specifications for these – to include in tenders, and be used on the ground
- Secondary treatment/Green treatments – in summary only
- Dewatering – a problem for every site
- Field validation of performance, cleaning results
- GPT auditing and WSUD auditing
- Costing – how much should cleaning cost
- Budgeting and bean counters – how to get the money to do it right
- Results, reports and record keeping – why

Steph is an environmental engineer who is passionate about catchments and communities and dedicated to the protection of Australian waterways. Steph is known for her breadth of technical skills, strategic thinking, and creative communication style which brings a multidimensional approach to her work. She has worked on numerous award-winning projects, including the Scrubby Creek Catchment Recovery Plan and the Small Creek Transformation. Taking on broad and flexible roles to meet the project needs, her inputs range from purely technical to leading the full delivery of critical communication pieces. Steph has worked on major integrated water management strategies, green infrastructure guidelines, and catchment management studies. Currently studying a Master of Science at the University of Melbourne, she is also researching ecosystem processes in 35 headwater streams across Melbourne.

This 10 year strategy outlines a series of directions for how we will meet the water supply shortfall in the future, while ensuring that our communities and environment are liveable and resilient.

Urbanisation generates a change in land use, as natural landscapes are gradually replaced with impermeable built environment. In Victoria, pavements contribute approximately up to 70% of the impermeable surfaces in urban catchments. The impermeable surfaces impact the hydrological conditions of urban catchments, creating implications for stormwater management. This shift from “naturally-permeable” to “impervious” surfaces results in an increase in the surface run-off during rainfalls, resulting in an increase in flash flooding.
Permeable pavements are among potential solutions to reduce the amount of surface run-off and the risk of flash floods; however, the main barriers in their uptake is their perceived lack of capacity to perform under traffic loads, rate of infiltration, and perceived reduction in permeability over time caused by clogging. This presentation reports on development of a new “waste tyre permeable pavement” developed at The University of Melbourne. The hydro-mechanical performance of a large-scale trial site constructed using different design formulations in the City of Mitcham, South Australia is reported here reflecting on measurements obtained using different set of instrumentation. Some new examples of recent trials in Victoria will also be presented.
This presentation will go through design principles, construction process, mechanical and storm-water management monitoring regime, monitoring results and lessons learnt from this trial.

How do we inform planners, stormwater designers and engineers, waterway managers, and decision makers to ensure urban development doesn’t negatively impact waterways?
We need to formalise our approaches because we know that excess stormwater runoff leads to the urban stream syndrome, a worldwide phenomenon that degrades the physical, ecological and social values of waterways.
In addition, wastewater treatment plants can significantly increase discharge to waterways. To address this increase in flow volume, and altered flow pattern, requires evaluation and amelioration of streamflow impacts. Drawing upon non-urban analogues the development of the Urban Streamflow Impact Assessment (USIA) was led by Streamology with CTEnvironmental, Melbourne University and Sydney Water.
USIA enables explicit links to be made between stormwater runoff characteristics and waterway values (social, ecological and geomorphic), through streamflow metrics. USIA has been predominantly applied in the rapidly urbanising western Sydney to inform future development scenarios, including ‘business-as-usual’ relative to ambitious Water Sensitive Urban Design (WSUD), and includes outputs such as stormwater targets and risk matrices.
USIA can be applied across urbanising and urban catchments to provide explicit input to controls that inform urban planning and drainage design, i.e. what flows to keep out of the waterway. Most recently, the USIA method won the ‘research and innovation’ award with both Stormwater Victoria and Stormwater NSW, and was the runner up at the Stormwater Australia awards.

Does increased urban density provide sustainable outcomes or result in declining liveability? Our knowledge, experience and culture are also rapidly evolving into the next decade. Perhaps these evolving opportunities will meet to challenges of the next decade and transform our urban and rural areas. How will this happen? The evolution of systems thinking, recognition of circular economies and the connectivity of scales, increased diversity, better connected networks of people, digital twins and legacy knowledge from our first peoples are the new frontiers. It is well accepted that warmer temperatures lead to greater moisture holding capacity for the atmosphere, resulting in bigger downpours, creating larger design precipitation intensities and possibly less secure flood infrastructure especially in urban areas. What is less appreciated is the importance pre-storm conditions have on urban stormwater infrastructure, especially in locations that contain significant water bodies. This presentation uses four urban case studies from the United States, Australia and Thailand to illustrate the differing impacts of warming on urban flood security. Each of these locations pose unique modelling challenges, given the near-continuous change urban stormwater networks undergo. It is shown that in spite of this change, there is clear evidence that urban flood security is compromised as a result of rise in temperature, a trend that will only worsen as time goes on.

The showcase is capped off with a presentation by Prof. Chris Zevenbergen on Flood Resilience of Urban Systems in The Netherlands. He discusses innovative concepts used to mitigate urban flood and methods to flood-proof building designs that have been trialled in The Netherlands.
Many countries are currently revisiting their flood (disaster) risk management strategy. There is a shift in focus from reacting to and preparing for singular, extreme events to (also) anticipating trends in these type of events. This long-term focus is inherently coupled with large uncertainties about how physical (climate change) and economic conditions will change, what research and innovation will bring, how societal preferences will develop etc. Moreover, long lead times of flood protection infrastructure and city transformations are prompting governments to take a long-term horizon. Governments are increasingly aware of these implications to be relevant for decisions they make today.

Chris Zevenbergen is professor at the Water Engineering Department of IHE Delft and at the TuDelft, The Netherlands. In the second week, Dusty Gedge brings to Victoria the lessons learnt on promoting Green Roofs around Europe. He speaks on the successes he’s experienced in the adoption of green roofs, and discusses the challenges the continent faces in the future. Dusty is the current President of the European Federation of Green Roof Associations (EFB) and Founder of Livingroofs.org. Dusty is a recognised authority, designer, consultant and public speaker on green roofs. He has worked on GI (Green Infrastructure) Projects in the UK for the last 17 years.
Green Roof policy approaches vary across Europe depending on the planning system. Take London as a starting point this presentation will provide an overview of how selective cities across the continent take forward the delivery of green roofs. The talk will also cover design approaches to biodiversity biosolar (solar green roofs) and how creation of wetland green roofs have potential for storing rainwater.

Dusty is a green infrastructure consultant working in London, UK and Europe. He is the current President of the European Federation of Green Roof Associations (EFB) and founder of Livingroofs.org.
Though he has a particular interest in biodiversity and urban nature, his work in the built environment is focused on climate resilience and the promotion of greener cities through multifunctional green infrastructure. He has recently been an external advisor to the Greening Riyadh, Saudi Arabia 2030 project.
A recognised designer, technical and policy advisor on green roofs and urban green infrastructure., has worked on GI Projects in the UK for the last 20 years. Some of these are recognised as seminal projects, especially in London through his consultancy Qirm the Green Infrastructure Consultancy [GIC]. He is currently working on a number of design projects to deliver wetland green roofs and is part of the team working on Blue roof guidance for CIRIA.
He also co-wrote the online small-scale green roof guide, with John Little www.greenrooftraining.com
He has also a published author and has been instrumental in writing strategic reports on green roofs and green infrastructure, the most recent of which is the new London green roof report.

Dr Melanie Davern is a Senior Research Fellow, Director of the Australian Urban Observatory and CoDirector of the Healthy Liveable Cities Group within the Centre for Urban Research at RMIT University. Her research interests focus on liveability, community and individual wellbeing with specific expertise in the development and use of indicators as a measurement tool for policy development, program evaluation and community engagement.
In this week’s session, we will also meet with Dr Sivajanani Sivarajah from Department of Architectural Science, Ryerson University to see how cities in Canada can provide accessible green space into the future. Dr. Janani Sivarajah is an urban forestry, urban greening, and plant biology researcher, educator, and consultant. Her transdisciplinary research explores the environmental services of urban trees for human well-being, including UV protection and mediation of ultraviolet exposure by urban trees.
We will discuss policies and approaches that are required in both countries to improve landscape design and move us beyond reactively adding green space to existing grey infrastructure.

Dr Melanie Davern interests and passion are in policy focused research with specific expertise in the development and application of population based indicators of wellbeing at the community level (community indicators) and the individual level (subjective wellbeing) within Australia and internationally.
She has extensive expertise in the development and construction of community wellbeing indicators, worked closely with a range of government and community partners and is passionate about using data as a catalyst for action.
Dr Janani Sivarajah, Brock University
Dr. Janani Sivarajah is an urban forestry and greening researcher, educator, and consultant. She is a Postdoctoral Fellow at the Environmental Sustainability Research Centre, Brock University and Vineland Research and Innovation Centre. She has a Master of Forest Conservation and Ph.D. in Forestry from the University of Toronto. Her transdisciplinary research explores the ecosystem services of urban trees and public greenspaces, and finds greening solutions to improve the socio-ecological resilience of cities. She is particularly interested in building multifunctional landscapes and proposing nature-based solutions to global environmental challenges (e.g., climate change, heatwaves). Her work has found direct and relevant applications in both public health and environmental fields. She is the President of the Ontario Urban Forest Council, Research Associate at the Department of Architectural Science, Ryerson University, and member of the Ontario Professional Foresters Association and the City of Toronto's Shade Policy Steering Committee. She also lectures at Daniel’s Institute of Forestry and Conservation at the University of Toronto. She enjoys public engagement, science communication, and hiking through the woods.

Celine Marchenay - Water Technology
Celine is an environmental engineer with over 10 years’ experience in the water industry. She migrated to Australia from France in 2006 looking for a safer and growing environment to develop herself professionally and personally. She started settling and drawing her first connections in Hervey Bay (QLD) for a couple of years working for a local council to improve the water quality of treated effluent ponds.
She then relocated to Melbourne where the climate and culture aligned closer to what she loves and grew up with. Celine started a family and continued to grow her technical skills in computer modelling by assisting water corporations and local councils in operating and planning for the future of potable and sewer networks considering population growth and aging infrastructure. Over the last eight years, Celine has been working at Water Technology as part of the Integrated Stormwater Management group that she now leads, delivering surface water management strategies to secure the health and safety of the community and environment that we live in.
Celine’s professional experience within various areas of the water industry gives her an understanding of the constraints and challenges the different water beneficiaries and managers are facing in planning and managing for the future.

This seminar will cover a range of design and construction suggestions gleaned from years of observation and auditing systems, and more recently of maintaining and rectifying raingardens, tree pits and biofilters as part of stormwater harvesting systems. Over the last two years, as director of the new WSUD maintenance company, Wave Maintenance based in Melbourne, Ralf Pfleiderer has been getting up close and personal with mainly assets, doing monthly and quarterly cleaning. This gives you a great insight into how quickly inlets block and sediment accumulates. Over the last two months Wave Maintenance have also rectified over 60 assets ranging in design styles, ages, catchments types and maintenance regimes. The seminar will present aspects that make maintenance easy (and therefore the assets perform well), what designs reduce failure and blockages and what not to do again in the future.

Since 2016 Clearwater and Stormwater Victoria have been hosting a triannual networking drinks event for practitioners involved in stormwater management and Integrated Water Management (IWM).
The new COVID-19 requirements have presented us with the exciting challenge of working, collaborating and networking online. So this June we will be holding Water Drinks on Zoom. This event will give you a chance to meet or reconnect with your water colleagues in an informal, fun and relaxed online event. To facilitate online connection - with the industry and each other - there will be short updates from Stormwater Victoria and Clearwater, an online 'speed-dating' activity, and an ISO fashion parade* (yes, there will be prizes).

The Healthy Waterways Strategy (HWS) was released in 2018 and provides direction towards a regional vision for the health of rivers, estuaries and wetlands in the Port Phillip and Westernport region. It is a strategy that is shared across Melbourne Water, state and local government, water corporations and the community. It builds on a long-term regional vision for waterway health by providing detailed, catchment-specific visions, goals, long-term targets (10-50 years) and 10-year performance objectives for each of the five major catchments within the Port Phillip and Westernport region (Werribee, Maribyrnong, Yarra, Dandenong and Westernport).
This technical Webinar is a 2-part series and focuses on various angles of the Healthy Waterways Strategy. The series will explore perspectives from government (State and Local) and practitioners to get a peek into policy, guidelines and potential solutions for effective implementation.
The second session on the 28th of May will unpack the technical challenges of the Healthy Waters Strategy at the ground level by considering Local Government and practitioner viewpoint.

Daniel is a Civil Engineer who has worked in the stormwater industry for 14 years across the strategic planning, design and construction fields.
Daniel has extensive experience in water management, working on local and interstate projects. Daniel has worked on a range of projects across the land development and infrastructure sectors for both the public and private sector and is known for his passion in integrated water management.
Daniel started his career working in the private sector for many years but is now enjoying his time in local government having started with the City of Casey in 2014. Daniel is now the Team Leader of the Subdivision and Development Engineering team where he enjoys working between developers and the water industry to implement best practice in water management into land development projects.
Georgie Wettenhall
